Qualification Programme

The qualification programme is a service offered to those who are unable to join the workforce, but do not have a medical diagnosis that entitles them to social security either. 

Description

The qualification programme is a service from NAV for those who want to find work, but need extra follow-up in order to do so. The programme is designed in cooperation with you. It will consist of measures to facilitate your finding work, but can also include other measures. You may set aside time for medical treatment, rehabilitation and personal activities within the programme period. The programme will be year-round and full time. While participating in the programme, you will receive qualification benefits. You are entitled to an individual plan.

Target group

People who require close, coordinated follow-up over time in order to find a job.

Criteria/conditions

You are of working age, have significantly reduced employment and earning capacity and are receiving no—or a very limited—subsistence allowance under the National Insurance Act and the Labour Market Act.

Cooperating authorities

The staff at NAV work together to identify general and individually adapted solutions. Participants will have close, coordinated assistance. The staff therefore collaborates with the business community, health care services, volunteer organisations etc. Partners will depend on the nature of the programme.

Administrative procedure

NAV will ensure that your case is explained as clearly as possible before making a decision. It will conduct a specific individual assessment of what information is necessary to process the case and how this information should be documented. This information should be obtained in cooperation with you as far as possible. The application will be evaluated individually, and you will receive a decision that explains whether you were granted or denied the programme. The qualification programme will commence no later than six months after you submit your application. Before starting, you must complete a mandatory employability assessment.

Time taken to consider the application

NAV will process the case as soon as possible. If a decision cannot be reached on the case within one month, you will receive a written message stating the reason as to why. You will also be informed of when the decision is expected to be made.

Possibilities to appeal; procedure

If you are dissatisfied with the decision, you can appeal to NAV within three weeks from the date on which you received it. Explain what you are dissatisfied with and why you believe the decision should be changed. NAV will assist those who need help lodging an appeal. If NAV upholds its decision, the case will be passed on to the county governor, who will determine whether the appeal should be sustained.
